The first thing you need to do is make sure you have MySQL and PHP on the
server. If not, and you have full privileges to install apps on the server,
my suggestion would be to install a version of XAMPP (
http://www.apachefriends.org/en/xampp.html). After that is up and running,
just go into phpMyAdmin and create a database and make your config.php file.
It's really not too difficult to figure out.

Alternatively, you could get one of those cheap GoDaddy hosting accounts
with 1-click Wordpress installers ;-)
